TRANSPORTATION PLAN
This document displays the major elements of the region's existing transportation system. Proposed additions to the system are shown as the basis for the development of a capital improvement program. This document describes a transportation plan in a continuing planning process which means that the projects described are subject to numerous substantive reviews prior to implementation. The transportation plan is related to and is a part of a more comprehensive regional planning process. A transportation plan is one of the major forces in determining the character of the metropolitan area and must be coordinated with other plans and policies such as zoning, housing, etc. This transportation plan has emerged from a determination to develop an integrated transportation network with the maximum possible economic, environmental and social beneficial impacts on the region and future patterns of metropolitan development.
The transportation plan is designed to satisfy the following objectives:
ational context for the delivery of transportation services.
2. Capital improvements in the region's public transportation network.
3. Improvements in the highway and parking network to serve public transportation purposes and thereby contribute to a balanced, integrated system.
4. Continued improvements to the region's existing street and highway system.
5. Public investments to stimulate the growth of city and town centers.
The proposed projects shown in this document represent only the major projects being considered as capital improvements. There are other projects which are being studied but have not yet reached a preliminary decision stage. Local projects which will provide substantial benefits to their immediately surrounding areas but do not have a major regional impact are not shown here.
