INTRODUCTION
The domestic transportation network with its various modes is both socially and economically significant to the present and future welfare of the United States. During 1973, for instance, this country's transportation bill for passenger and freight service exceeded $275.8 billion and approximately 16% of aggregate federal taxes were derived from various transportation sources. Also, almost 10% of our total net civilian investment in privately owned tangible assets represents transportation outlays, and seven years ago this item exceeded $220 billion.
In terms of total resources, over 122 of the total labor civilian labor force is employed in transportation or transportation related industries. Transportation demand, moreover, constitutes a derived demand and during the course of 1971, the industry consumed 752 of all rubber production; 53% of aggregate petroleum output; 24% of all domestically produced steel; 21% of total aluminum production; 67% of all domestically mined lead; 36% of aggregate zinc output; 27% of total cement production; and 122 of all copper mined and manufactured.6 In short, the industry represents a sizeable investment in both human and investment terms in addition to its important socio-economic dimension, i.e., binding the vast country together.
