During the past several years it has been my fortune to occupy a middle ground between the academic aspects of transportation and traffic management on the one hand, and on the other the applied aspects of the same fields. For five years prior to this period, I was intensely occupied with practical applications in transportation, and for six years before that my association with the field was of an academic nature only.
The years immediately behind me have done much to fuse the extremes of the two previous periods; and from that blending process has evolved an eclectic concept of what types of information may best serve in training individuals to use and evaluate transportation facilities to greatest advantage.
The economic and historical aspects of transportation and traffic management do little, of themselves, to assist an individual to determine what is more and what is less advantageous as he attempts to apply transportation to industry or as he attempts to apply business principles to transportation as an industry per se. On the other hand, those volumes that feature the bare "handbook" type of practical approach are also inadequate, because that approach does not permit the individual to evaluate comparative aspects nor does it give him any basis for developing concepts of his own, without which development all progress eventually ceases. Hence in this book I have used an amalgamation of both approaches.
In addition, Transportation for Management covers both an adequate degree of policy-making aspects of transportation and an adequate degree of the practical application, thereby bringing forth a combination of the two that reflects the more desirable characteristics of each. Though admittedly the main objective of this volume is to develop managerial ability on the higher levels, it would not wholly and best serve it purpose as a training aid to industrial proficiency if itdid not also provide for the accomplishment of a reasonably high degree of practical application. It is therefore designed to meet both sets of specifications.
Many persons contributed mightily to whatever success this volume may enjoy. The author is deeply indebted to such organizations as the American Trucking Associations, Inc., the Association of American Railroads, the Interstate Commerce Commission, the New England
Motor Rate Bureau, Inc., the New England Territory Railroads Freight Association, the Middle Atlantic Motor Carrier Conference, the Eastern Central Motor Carriers Association, and persons within these and other organizations too numerous to mention. The Associated Traffic Clubs of America Committee for Education and Research has been of invaluable assistance, as has the Association of Interstate Commerce Commission Practitioners, the American Warehousemen's Association, the Freight Forwarders Institute, and the American Waterways Operators, Inc.
Specific individuals have been responsible for various aspects of this book's development. Mr. R. A. Ellison, Manager, Transportation Department of the Cincinnati Chamber of Commerce, combed the text meticulously in order to insure technical accuracy. Prof. Samuel Rubin, Chairman of the Department of Transportation at the University of Southern California, did the same. Miss Joan Carr, of the staff of Northeastern University, accomplished miracles of typing despite being continuously faced with problems of illegibility of manuscript and alterations of material.
These people have done much, and deep gratitude is theirs from the author. But most of all, throughout the creation of this volume-as has been the case with my entire professional career-the wisdom, patience, and ability of my wife have been guides without which no such accomplishment could have been attained. Her constant reading and rereading of the manuscript for clarity, conciseness, form, and style performed a service otherwise unobtainable. To her must go the most credit for what success this volume enjoys.
It is my sincere hope that this book will help to train individuals more completely for our industrial responsibilities. If it does, I shall be pleased and gratified.
