This study reflects the current revival of interest in problems of transportation policy. It contains papers by economists and transportation specialists presented at a recent conference sponsored by the Universities-National Bureau Committee for Economic Research.
The volume is divided into four parts. Part I is concerned with the uses and measurement of costs for transport policy. Two papers deal with advertising costs and managerial efficiency in the airline industry, and others consider costs, pricing and regulation, allocational problems in highway financing, and Canadian railway costs.
Part H deals with investment, innovation, and technological change. One paper discusses innovation and technical change in the railway industry; the other attempts to adapt a modern capital budgeting approach to the old problem of determining a fair return for regulated industries.
Urban transportation is the concern of Part III. Four papers investigate the economic behavior of workers in central business districts faced with a choice between residential location and commuting; pricing as a tool in coordination of local transportation; the economics of transportation planning in urban areas; and aspects of urban transportation planning.
Issues of public policy are dealt with in Part IV, which treats with the relevance of the common carrier under modern economic conditions; the effects of regulation of entry into surface transport; manpower in operating classifications on the railroads; and research and public policy issues in Canada.
John R. Meyer of Harvard University wrote the introduction. Comments on the papers by participants at the conference are included in the volume.
