WHEN the last chapters of the history of the steam locomotive in this country
come to be written what a fascinating and astounding story they will make ! A story of difficulties, of making-do, of frustrations, and, amid all the publicity, propaganda and ballyhoo surrounding the introduction of new forms of motive power, the plain fact that steam has still to carry on for many years, in progressively worsening conditions. By V.E. day, 1945, in a time of great upheaval, the impact of change was felt nowhere more severely than on the Great Western Railway. The very efficiency of her pre-war locomotive practice was in some way to blame for this; for while in 1938-9 the running costs per engine mile were noticeably less than those of any other company, that efficiency was dependent upon the continuance of certain factors that were problematical in 1945: a supply of the better grades of South Wales soft coal, and the maintaining of an impeccable standard of engine repair and maintenance. The war had appreciably lowered the quality of fuel, but generally speaking the four-cylinder express passenger 4-6-os had been kept in quite good condition. How long this latter state would continue was another matter.
