(A) GENERAL PRINCIPLES
It is of prime importance in the operation of railroads to keep cars moving. To attain this objective efforts are directed toward eliminating delays due to breakdowns and inadequate facilities, to speed up traffic, and to replace equipment at the most reasonable cost commensurate with operating conditions. In pursuance of these views, your committee is suggesting types of sanitary equipment in this report in the belief that they will best withstand operating conand involve the least personal attention, maintenance and replacement cost.
A noteworthy development in present day railway transportation is the demand of the travelling public for additional comforts and sanitary facilities. To satisfy these wants railroads are installing new passenger equipment with improved service facilities, and are impressing on the public that they intend to furnish not only quick transportation but also safe transportation, with good drinking water, good food, and healthful living conditions on cars, all to the end that the health of the travelling public will be safeguarded. Taking cognizance of this trend, your committee is embodying in this report the latest principles concerning sanitary equipment of railroad cars and terminals and practices affecting their operation, and the supply of safe drinking water.
