Should costs control rates? p.15
Alan White, of the Railway Express Agency, proposes a simplified basis of maximum rates to replace the entire complex class rate structure. Under his plan, says Mr. White, making class rates would become an exercise for the cost accountant. Also, he adds, the commodity rate-maker would come into his own as an expert assayer of the transportation economics of individual commodities.

Some reservations about Mr. White's proposal are expressed on this week's Action Page. For example, Mr. White would substitute for class rates a structure based on so-called fully distributed costs. Such costs, however, have the fatal quality of rising when traffic volume falls, which could price railroads out of business. "Value of service" considerations could and should be given some weight in fixing rates.
