Almost the first work that I did in the railroad service was the overhauling and re-indexing of the file in the Engineer's office in which I was employed. I have been re-indexing files ever since.

In 1897 and 1898 I placed the files of the Superintendents' and Engineers' offices on the several Divisions of the Pennsylvania Lines West of Pittsburgh on a uniform basis of indexing, and the results were so very satisfactory that I endeavored to extend the system to the offices of the General Officers; it was, however, found incapable of such expansion.

I then asked Mr. W. H. Williams to examine the methods in use in the business concerns and railroad offices, both here and abroad, and make a study of the Dewey Decimal System. The result of his studies is the index now put out by him for general use, and which has proven entirely effective in the offices in which it has been introduced.
