The Philadelphia Improvements Project has had a profound effect on the appearance of Philadelphia. The city started as William Penn's colony on the Delaware River and grew to the west along High Street (now Market). For many years, Philadelphia was the largest, most prominent city in the Colonies. This posture began to erode with competition from New York and Baltimore. The Pennsylvania Railroad was formed to combat this competition.
The resulting growth caused several problems for the railroad and the city. After several attempts at modernization and enlargement, a plan developed in the 1920s that called for complete redesign of the PRR's rail system within the city. This plan became the Philadelphia Improvements Project.
The plan got off to a good start, but the Depression and World War II came along and left the city with a great financial burden. Because of this, many projects within the plan were not finished until the 1960s and some, like the Commuter Rail Tunnel (an outgrowth of the original plan), continue today.
This issue of the Chapter's Magazine covers the plan and its beginning. The Next issue will conclude with a discussion of 30th Street Station and the post World War II portion of the plan.
