These rules govern the operation of the railroads owned and operated by the Bay Colony Railroad Corporation (BCLR), Consolidated Rail Corporation (Conrail), Delaware and Hudson Railway Company (D&H), Guilford Transportation Industries (GTI), National Railroad Passenger Corporation (Amtrak), New Jersey Transit Rail Operations Inc. (NJTRO), New York, Susquehanna and Western Railway Corporation (NYS&W), Providence and Worcester Railroad Company (P&W), Southeastern Pennsylvania Transportation Authority (SEPTA) and the Wheeling and Lake Erie Railway (W&LE), which are members of the Northeast Operating Rules Advisory Committee (NORAC). These rules supersede all previous Operating Rules and instructions. They apply equally to the employees of the companies stated above and to employees of other railroads while on the above stated railroad's property, and must be observed by all employees whose duties are in any way affected by them.
