That 'circumstance has opened to me many sources of information not otherwise available. My work with that Bureau has required continuous use of data from many sources under the test of public discussion and inquiry, and has entailed adherence to a self-imposed rule of the Bureau that statements made with its authority or sanction shall exemplify essential impartiality.\u003c\/span\u003e\u003c\/div\u003e\n\u003cdiv style=\"text-align:left\"\u003e\u003cspan style=\"font-family:Calibri;font-size:0.82em;color:#000000;font-weight:normal;font-style:normal;text-decoration:none;\"\u003eIn developing certain railway subjects in this volume, I have used the calendar year 1937 and the statistics appertaining to that year as my basis for discussion, rather than 1938, or 1939, or some other recent year.
