PREFACE
The present volume aims to describe and explain rail transport in the United States, what our railways arc, what functions they undertake, and how they work. In bringing to date of publication the status of every aspect discussed, the text is intended not alone as a schedule of pertinent phases and events, and a condensed encyclopedia of background knowledge, but also a demonstration, for present and future students, of procedure in observing and reporting trends-standard sources of fact, materials, methods of inquiry and presentation, and available processes.
The determining reason for inviting me rather than another to make the rail transport contribution to this economic series, and my justification for responding, are that for many years I have served as an officer of the Bureau of Railway Economics, maintained by the railway companies of the United States. That 'circumstance has opened to me many sources of information not otherwise available. My work with that Bureau has required continuous use of data from many sources under the test of public discussion and inquiry, and has entailed adherence to a self-imposed rule of the Bureau that statements made with its authority or sanction shall exemplify essential impartiality.
In developing certain railway subjects in this volume, I have used the calendar year 1937 and the statistics appertaining to that year as my basis for discussion, rather than 1938, or 1939, or some other recent year. The reason : railway traffic and earnings were greater in 1937 than in any other year since 1931, and the operations of that year more nearly approached normal conditions, although they were far from being either normal or satisfactory.
Many friends and colleagues, both within and without the railway industry and including friends among railway labor leaders, have assisted me in preparing this volume. I am indebted to Dr. Balthasar H. Meyer, who recently resigned as a member of the Interstate Commerce Commission after 28 years of public service with that body, for his generous foreword. Particular thanks are also due to my devoted colleague, J. Elmer Monroe, Statistician of the Bureau of Railway Economics, who has spent many hours in compilation and analysis of statistical and other material.
