The transportation problems of our cities and their rapidly expanding suburbs are the most urgent and neglected transportation problems confronting the country. In these heavily populated and industrialized areas, people are dependent on a complex system of transportation that is nearly everywhere in trouble. Obsolete facilities and growing demands have created seemingly insoluble difficulties, and present methods of dealing with these difficulties offer little prospect of relief.
In recent years metropolitan areas have borne most of the impact of population growth in the United States. This expanding population together with rising income is aggravating the strain on transportation facilities. As urbanization and economic growth continue, it is clear that major revisions in public policy will be necessary if traffic congestion is to be relieved. The problem cannot be solved merely by providing additional transportation capacity, however. A comprehensive approach must also consider intricate issues of public finance, urban government, urban planning, and the redevelopment of the patterns of urban living.
In this study the author has attempted to break new ground by looking at the problem of urban mobility as a whole and by exploring some of the interrelations between transport development and urban living. The objective is to determine the requirements of public policy demanded by modern transportation and modern cities in order to utilize to maximum advantage the benefits that each has to offer.
The Ford Foundation generously appropriated funds for the general support of the activities of the Brookings Institution, and this study was one of several made possible by that grant. For this support and for the freedom of research it affords, the Institution is deeply grateful.
