INTRODUCTION
Many factors sealed the fate of the Lehigh Valley Railroad in 1970, despite it being able to reduce its deficit to only $5 million in 1969. In April 1970, bond underwriters for the Penn Central disclosed that the railroad was losing over one million dollars per day. Without credit backing from parent Penn Central, the Lehigh Valley was forced to fend for itself. Purchase plans were cancelled and it rolled into bankruptcy July 24, 1970.
By the end of 1970, the deficit exceeded $10 million. Again, Lehigh Valley turned to increased piggyback revenue to ease the burden. By pooling with the Norfolk & Western Railroad directly to Chicago, the LV secured a more favorable business model. This plan allowed for a credit line to purchase four EMD GP38 locomotives put into service in December 1971. This dedicated routing of Apollo and Mercury trains was viewed as an important commitment to customer service, above the level of other northeastern railroads.
Upon the petition of the Central Railroad of New Jersey to abandon all operations in the State of Pennsylvania on March 31, 1972, trustees of the Lehigh Valley John Nash and Robert Haldeman applied to the ICC to assume operating control of the PA lines based upon the 1965 combined trackage agreement still binding. After a rental agreement was signed to operate the Lehigh & Susquehanna (CNJ), the LV found a new source of revenue to reverse the losses. The financial situation steadily improved, and another order for GP38-2 locomotives was placed. However, that condition was short-lived. On June 20, 1972, Hurricane Agnes struck the Northeastern region, causing over $4 million damage to the LV, much of it in New York State. Quick repairs were completed to get the trains rolling, but traffic losses from storm damage mounted and the LV ended 1972 with a staggering loss of $17 million.
