The first holder of this franchise was William Converse, who began operation of the Winnissimmet Ferry (as it became known) in June 1631. In October of 1637, the legislature awarded the franchise to Harvard College \"who may assign the franchise as they see fit;\" the revenue from the ferry was to be used for the support of the college.
