Guidelines for Trainyard Inspections of Freight Cars is based on the Federal Railroad Administration, Title 49, Part 215 Railroad Freight Car Safety Standards; the AAR Manual of Standards i.e., (Field Manual of the Rules of Interchange, Intermodal Trailer and Container Securement Manual [TOFC/ COFC]).
Railroad Freight Car Safety Standards, is one of many areas of study which a person should undertake to become a Car Inspector (sometimes referred to as Interchange Inspectors).
The purpose of the Car Inspector is to make sure the car is in compliance with the rules and regulations set forth by the various governing bodies for the safety of train operation and to safeguard employees and the general public against accidents/injuries.
One of these governing bodies, the Federal Railroad Administration (FRA) was established in 1966 as part of the U.S. Department of Transportation for the sole purpose of watching over the nations rail transportation. The FRA is primarily concerned with assuring that :
1. Railway equipment is in safe operating condition.
2. Preventing accidents and protecting railroad personnel from serious injuries.
To achieve these goals, the FRA functions as much more than just a "watch dog". It issues guidelines for the railroad industry in the form of rules and regulations which all railroads in this country must obey.
You will also see reference to the Association of American Railroads (AAR) and its Mechanical Division. Freight car builders and car departments of railroads must adhere to certain design criteria, and to standards and recommended practices established by the Operations and Maintenance Department of the AAR Mechanical Division. The manuals standards, rules and recommended practices are the "guidelines" for all U.S. railroad mechanical department operations.
In this book, we will be studying the most recent set of rules for Freight Cars, the Railroad Freight Car Safety Standards issued by the FRA, Office of Safety, U.S. Department of Transportation (DOT). This publication provides rules and procedures for the inspection of freight cars and their components and the determination of what constitutes a defective component. Discovery of a defective component requires that a freight car be removed from service pending repair. These rules as well as others are designed to prevent accidents and property damage and, of course, injury or the loss of life.
Railroad owners are also concerned with the proper inspection and maintenance of wheels because under the (AAR) rules, they are responsible, with some limitations, for the cost of repairs done to their cars wheels by other lines. However, the railroad handling a car must generally bear the cost of damage done when a wheel fails in service causing a derail.
