PREFACE
Government ownership of railroads is essentially an economic question. The capital structure of the railroads composes an important part of the economic fabric of our nation. Wall Street and the capitalists do not own the railroads any more than we do. The railroads are owned by the people who hold most of the railroad securities and who have their savings in insurance companies and trust funds which in turn are heavy investors in railroads. This question concerns our pocketbooks, or more specifically our savings. So the next time you wave at the engineer or you read the headlines about the government trying to do something to help the railroads, remember that the railroad problem is your problem.
There is plenty of material dealing with this subject, for books and magazines have discussed the question for more than thirty years. The material, therefore, spreads over a long period of time. In preparing this book I have made every effort to give young debaters authentic and pertinent reading matter. I have tried to make this truly a help book by giving as many practical ideas as possible.
This volume offers six distinct features: (r) facts, comments, and definitions; (2) an analytical discussion; (3) briefs; (4) reprinted materials; (5) bibliography; (6) who's who among our contributors. The last feature is new to this helpbook series. The feature-facts, comments, and definitions-which was introduced last year was given such popular acclaim that this year I have greatly enlarged it. In fact, it is probably the most valuable single feature of the helpbook; for here you have in a nutshell certain facts and observations which are essential to the mastery of the question.
In preparing this book I wish to acknowledge the most valuable help of Mr. Eldon Smith, graduate student, for his exhaustive and scholarly work. I owe practically all of the research labors to Mr. Smith, and to this young scholar I am deeply indebted.
I also wish to offer my thanks and give full credit to the various magazines and journals and their editors and authors for their kind permission to use the materials reprinted.
