INTRODUCTION
In 1958 Congress established the Outdoor Recreation Resources Review Commission to recommend new policies and programs to meet the growing demand for outdoor recreation. It was my pleasure and privilege to work with the Commission under the Chairmanship of Laurance S. Rockefeller. In the ORRRC Report, we concluded that an important means for fitting recreation into the environment was to encourage the simple pleasures of walking and bicycling. We recommended that emphasis be placed on the construction of trails to accommodate these outdoor activities.
The decade since that report was issued has seen a great increase in hiking and bicycling, along with some expansion of trail facilities. But many opportunities were missed during this period of rapid national growth. As our metropolitan areas swelled, the adjacent countryside most accessible to the population was developed without a sufficient number of trails. Now, however, we are being given a second chance as numerous abandoned rights of way become available. Reuse of old railroad lines and the multiple use of transportation and utility corridors offer outstanding recreation opportunities at a relatively modest price.
These new trails can fulfill many needs of the American people. Beyond their sheer recreation value, they will promote better health by offering a place Or, to exercise. They are energy efficient, since petroleum is required only for the lubrication of bike gears, and they can give trail users a better understanding of our history and of our Nation's resources. The success of trails that have already been established along rights of way demonstrates the value of providing more such facilities.
This booklet is directed to community leaders, state and local recreation planners, and interested citizens who wish to preserve and utilize an important resource. It describes how citizens can work together to accomplish the conversion of rights of way to recreation trails. Each step, from locating trails to laying a finished surface, will be discussed so that readers may know just how to conduct a trail project and where to anticipate problems.
The goal of this report is to discuss the significant opportunities which exist to put old thoroughfares (principally abandoned railroad rights of way, because they are the most common) to new uses and to stimulate citizen action as one means of ensuring that these lands are used for the greatest public benefit.
It is the Committee's hope that armed with an understanding of the ways and means, and instilled with the drive necessary for accomplishment, citizens of each locality will be able to take positive action toward fulfilling their outdoor recreation needs.
