I thought that was unwise from the standpoint of both the public and the unions, and when I was Federal Coordinator of Transportation I so stated many times in public and even stated that to audiences of the employees themselves, and I have also criticized certain of these arrangements in connection with Interstate Commerce Commission decisions.
