Now, there is a general problem affecting those rules, and also particular questions have arisen with respect to the Toledo, Peoria & Western Railroad. I will discuss the general situation first. I ought to point out, however, that these questions relate simply to one branch of railroad employment, and that is the train and engine service branch. That accounts for only about 22 percent of total railroad employment, and it is with respect to that 22 percent that these questions are particularly raised.

I want it understood at the start that I hold no brief for railroad labor. There was a tendency during the depression, when railroad employment was rapidly decreasing, to resist efforts to save or economize in labor, and even to force the adoption of what might be called make-work rules. I thought that was unwise from the standpoint of both the public and the unions, and when I was Federal Coordinator of Transportation I so stated many times in public and even stated that to audiences of the employees themselves, and I have also criticized certain of these arrangements in connection with Interstate Commerce Commission decisions. However, I think there is a gross exaggeration in the criticisms, particularly under present conditions, and I think it is due the employees and due the country that the actual facts in regard to that matter should be known as well as they can be.
