In late 1970, the Milwaukee Road, like most other Chicago-area commuter railroads, saw costs rising, but fare increases were unable to keep pace with expenses and provide for needed improvements. To assist the railroad to purchase needed locomotives and cars, two Chicago area mass transit districts, the Northwest Suburban Mass Transit District and the North Suburban Mass Transit District applied for grants. The result were 15 distinctive F40Cs built by EMD and painted and lettered for both Milwaukee and the transit agencies.

With the growth of intermodal traffic, Frisco returned to EMD for its latest Geep design the GP40-2. An order for 25 units was placed in early 1979 and were shipped from La Grange between April and June 1979. They were among the last new locomotives received by the carrier before it was merged into Burlington Northern in September 1980. They worked for BN into the BNSF era, and moved on to Kansas City Southern in 1998.

A longtime EMD customer, Southern Railway continued this practice right up to its merger with Norfolk & Western on June 1, 1982. One of the largest groups of EMD models that the carrier acquired were 128 3,000-horsepower SD40-2s units built between 1972 and 1979. Most survive today on the Norfolk Southern roster.
