By1987, Conrail was a strong,viable freight carrierwith a voice in the global transportation network. That year, the company was returned to the private sector because of its initial public offering (IPO), the largest in history. Nearly $9 billion was raised with the sale, which returned $300 million to the federal government. The year ended with a 7% increase in freight revenues and 30 new locomotives added to the fleet. Continuing gains were made because of the Staggers Act, which permitted Conrail to set rates as it saw fit and to refuse transport of unprofitable traffic. However, it was not all good news. Legal action from employees claiming injuries from asbestos-related exposure and lawsuits from theAmtrak-Conrail collision at Chase, MD resulted in major legal costs and settlements.
