Probably no other group of passenger cars was quite as distinctive or deluxe as the massive fleet ordered by C&O after World War II. And, to a large extent, no other group of passenger cars had quite the same drama, frustrations, and mystery of these. Personally pushed by C&O Board Chairman Robert R. Young, the railroad intended to' operate a passenger service second to none, and to set an example for the rest of the railroad industry to follow. Its massive car orders and innovative designs got wide publicity in the late 1940's, and indeed did set many patterns which were widely adopted by carbuilders and railroads during the postwar passenger equipment boom.
Yet the C&O itself suddenly found its equipment commitments and plans a corporate liability, and a curtain was dropped on many aspects of the program. Nonetheless, Young succeeded in creating some of the finest passenger equipment anywhere.
