In Colonial days Virginia stretched from the Atlantic Ocean west across the Alleghany Mountain to the Ohio River. Through the center of this vast territory flowed the James River and its tributary the Jackson. A few miles west across the watershed the Greenbrier flowed westward via the New and Kanawha Rivers to the Ohio, about 485 miles from Richmond. The Virginia General Assembly, on Jan.5, 1785, chartered the James River Co. to improve the navigation of that river, with the ultimate aim of connecting its eastern commerce with that of the Ohio River. The company was organized Aug. 20, 1785, but not until 1795 was the eight miles of canal at Richmond completed. Improvements on the river above were not reasonably complete until 1806. These consisted mainly of cutting sluices through the rocky ledges of the rapids. By 1808 river boats and flat bottom batteaux in great numwere being poled up and down the river. In 1810 the company built a series of 13 locks at Richmond to complete the connection to Tidewater. These were poorly constructed, however, and soon deteriorated to where they were of little use.
