The good news is that these hi-tech locomotives are more fuel efficient and require less down time for maintenance. This, in turn, means that the railroad requires less locomotives in its stable. A case in point: Burlington Northern required five 3000hp six-axle units to operate a loaded unit coal train in Montana and Wyoming. With the introduction of EMD SD60s and SD60Ms into the motive power consist, a pair of SD60s plus a pair of 3000hp C30-7s and/or SD40-2s are sufficient for what was at one time a five unit lashup. BN refers to this as "power by the hour", whereby the railroad purchases electrical energy exerted by the locomotive from a leasing company, who in turn leases the locomotive from a financial institution who purchased the unit. The first group of 100 SD60 locomotives were leased by EMD to Oakway. BN then purchases only the electrical power generated by the locomotives from Oakway. Locomotive down time has been radically reduced because EMD has a direct interest in locomotive performance as the builder is completely responsible for their maintenance. The railroad believes that better built and more efficiently maintained locomotives will result from this concept.

The Oakway SD60s are maintained by Electro Northern at North Kansas City, Missouri by a joint undertaking involving BN, EMD and several shop-craft unions. The main advantage of employing A.C. fed traction motors is the fact that they have very few moving parts, which equates to less maintenance costs. They call their plan "competitive remanufacturing". This program called for the remanufacturing of the remaining fleet of GP20s, GP30s, GP35s and GP40s by outside contractors. The plan was to rid the roster of first generation EMD 567-type power assemblies and aging electrical systems. The GP30s and GP35s were rebuilt by remanufacturing their original 567 engine blocks using new EMD 645 power assemblies and adding a hi-tech Dash-2 electrical system. This program called for conversion of 250 units during a 5-year period. The first units were produced by EMD and Morrison-Knudsen, mostly from BN's own carbodies. With a limited supply of available early Geeps, the two remanufacturers went to dealers to buy hulks which to use in the program. Supply and demand dictated that the cost of used locomotive carbodies would rise to the point that the whole program may be scuttled. Enter VMV! Another remanufacturer, VMV of Paducah, Kentucky, owned a considerable supply of ex-ICG and CSX GP35s. After demonstrating one of their rebuilds, VMV 3600, BN contracted with the Paducah based company for a group of GP39Vs, similar to the GP39Es and GP39Ms from EMD and M-K. BN also contracted with EMD and M-K to remanufacture their fleet of ex-Burlington GP40s, as GP40Es and GP40Ms. In 1989, another remanufacturing program was contracted out to the Livingston Rebuild Center of Livingston, Montana to remanufacture several first generation SD7s and SD9s (purchased from outside sources) as BN SD9s.

Burlington Northern was one of a small group of railroads involved with reengining locomotives with Caterpillar engines. These microprocessor controlled Cat. powered locomotives have proven to be more fuel efficient (due to their ability to be shut down when not in use), and they are more environmentally clean. There are eight non-rebuilt GP20s remaining as of late-1991, and it will be interesting to see if they too will be rebuilt with Cater-pillar engines, rebuilt similar to the GP39E/M/Vs or simply retired and sold.

EMD and Burlington Northern are working together to develop a locomotive which EMD calls a "BL20", a 2000hp Branch Line locomotive converted from a GP9. The advantages are outstanding, as natural gas prices are 25 to 50 percent less than diesel fuel. The supply is more than adequate, it is clean burning which equates to a 30-40 percent improved engine life cycle, and by equipping unit coal trains with natural gas tenders fewer refueling stops will be required. BN's first 50,000-gallon natural gas "filling station" is under construction at Staples, Minnesota. Natural gas technology has been developed to produce the equivalent 3000-horsepower of the diesel. A dual-fuel engine which runs on either diesel or natural gas matching the diesel version's horsepower, was designed. The unit starts on diesel fuel and converts to refrigerated liquid methane (RLM) - natural gas. The condensed liquefied fuel is placed in a tender, which enables locomotives to operate up to 1,800 miles between refueling stops. A number of conversions were necessary to give the locomotive full power. Power assemblies were modified, a new piston design was created, the cooling system's capacity was increased and an on-board microprocessor was added. A set of four retrofitted SD40-2s are planned, and after one year in coal service is evaluated, recommendations will be made including retrofitting existing locomotives, or outfitting new locomotives with the new fuel package. Cost savings will be the major factor that weighs in the natural gas decision. To retrofit a pair of locomotives and supply a fuel tender (each tender provides fuel to two engines) costs approximately $600,000. This price tag can be offset through reduced fuel and maintenance costs within a year and a half. Another factor to be addressed is the effect on environmental laws pertaining to emission control. Clean burning natural gas may be the alternative answer to this important concern. There is one more, but very important item concerning U.S. produced natural gas. The railroad would be much less dependent on foreign oil for their fuel requirements, a matter which was addressed in 1974 and brought to the front again with the Persian Gulf crisis in 1990 and 1991. Once again, Burlington Northern is leading in the development of this technology, but their competitors are watching very closely.

Leased Power

Ever since the merger of the Burlington Northern in 1970, economic conditions have dictated the need for additional locomotives. When recessionary times prevail, the railroad usually has more locomotives than are needed, and some are stored. On the other hand, when the economy is booming BN usually finds themselves short of power. With the cost of new locomotives being in excess of a million dollars it isn't too realistic to purchase more locomotives than are needed. One of the alternatives is to lease locomotives and BN has usually been at the forefront in this respect. Since 1987, a year that BN found themselves really short due in part to a heavy grain harvest, they have leased locomotives for short-term deals as well as long term. The trouble with a long term lease is one never knows when a deep recession may hit, such as during early 1991, when the road was forced to store many of their locomotives while leasing others. It's like being a one-armed juggler.

The Future

Caterpillar re-enigned units, natural gas (liquified methane) powered locomotives, yard and local slugs, rebuilt GP9s, remanufacturedGP39Es, Ms and Vs, power-by-the-hour leased Oakway and LMX units, two versions of SD60Ms and new SD6OMACs, passenger E9s in commute service, the reemergence of a pair of F9s, a new paint scheme and variations of this new scheme - this is the Burlington Northern of the early 1990's.
