This portion of the saga about the Dieselization of the Pennsylvania Railroad studies the period July 1, 1947 to December 31, 1951. It was a time of change as the railroad tried to survive the turbulent postwar era. The new Diesels were only part of the story, there were many things on management's mind and all were having an adverse effect on the railroad's profitability.
We start with the arrival of the first F3 freight Diesels in July 1947 and look at the impact they had on the railroad's operations and attitudes. These pioneering units were intended to be part of a large-scale "experiment," instead, great changes followed, many of which weren't planned or anticipated by the railroad.
Things changed dramatically on the railroad within the space of a few months as the effects of postwar inflation, labor troubles, passenger service losses, too many areas demanding substantial capital investment and low freight rates made it hard for management to develop and follow any long-term plan. Every few months it seemed like the number of Diesels to be acquired grew. By late 1948 there was no doubt steam locomotives would play only a supporting role in the Pennsylvania's operations. Yet, surprisingly, by 1952, the railroad still intended to operate steam power into the foreseeable future.
