There was a time-largely between 1916 to 1923-when a particularly bright idea about streetcar design took the industry by storm. The idea involved how to build a low-cost car that would be both cheap and safe to operate. What's more, this new design would be as equally at home when used to double the frequency of service on heavily traveled lines as it would be in cutting expenses on lightly traveled routes.
The idea was simple. Using up-to-date engineering technology of the time, a lightweight steel body would be mounted on a single four-wheel truck. The absence of frills would keep construction costs low. Operationally, the light weight of the car would cut power costs and lessen wear and tear on the track. Operating costs would be further reduced by operating with a one man crew, a practice that was expected to gain widespread public acceptance because of safety features in the design.
So economically adaptable to a variety of service, this design could possibly become the industry's first standardized streetcar. Actually, the overall design approach was evolutionary. Several principal car builders were advancing the architecture for the car body while Illinois Traction Company and Westinghouse Air Brake were developing the safety controls.
