PREFACE
The railroad and airline industries arc going through a tremendous amount of restructuring and growth. In the past several years several major airlines have been merged, and, several other railroads have been or are presently planning similar activities. Also, the turn into the 1980's saw the bankruptcy and abandonment of two once mighty western railroads, the Rock Island and the Milwaukee.
With these many changes occurring, a substantial amount of activity has likewise been occurring in the labor relations areas of these organizations. There has been, for a long time, a need to provide the public information about representation disputes in the airlines and railroad industries and how they are conducted by the Mediation Board. This book does so, and should be particularly helpful as airline deregulation leads to the structuring of new, commuter and cargo lines and as railroad restructuring leads to the formation of smaller, shortline railroads.
The section on arbitration is, as far as we know, the most thorough and comprehensive treatment of arbitration in the rail and airline industries. It will help provide guidelines where none have existed before.
