This book examines the concern of a variety of interest groups with federal policy toward the railroads, concentrating on the crucial years prior to the enactment of the Transportation Act of 1920. During these years a wide range of interests worked for greater federal participation in railroad af-fairslabor leaders and railroad executives, financiers, shippers, and government officials. Businessmen and farmers anticipated using federal regulation of the industry as a means of wielding greater bargaining power in the rate-making process. Railroad management, on the other hand, hoped that government regulation would eliminate the chaotic, unprofitable competition that had formerly beset the industry.
