WHEN railways became an accomplished fact, around 1830, it also became quite evident that a revolution in the ways and habits of mankind was imminent. The peoples of the world not only realized that the problem of the extension, control, and management of their new means of transportation was one of great commercial and social interest, but also found the railways a development of vital importance politically and from the standpoint of national defense and military operation. Where governments were not interested for political or military reasons, it was soon discovered that the railways were possessed with a public interest that must be protected by government regulation from discriminatory practices.
It also became apparent, as the railways gradually made their influence felt in every part of the civilized world, that the public interest and the national welfare were not to be served by a uniform system of ownership or operation or regulation, but that each country must appraise its own physical, political, and economic conditions, and suit to its ascertained requirements the type of ownership that best met its needs.
Now it is a fact that in no country where government ownership has been undertaken is the railway mileage comparable to that which exists in the United States, and no country has adopted government ownership for purely theoretical reasons. In foreign countries, if it was profiitable to build the lines, they were built by private capital, unless there was a political reason important enough to render this undesirable.
