At the beginning of 1928 the designs of Pittsburgh street and interurban cars were anything but modern. The system which had made such engineering advancements as low-floor cars with compact motors before World War I had contributed virtually nothing in car design for a dozen years. Pittsburgh had the dubious distinction of having the newest deck-roof streetcars (the 5500's which were delivered in 1926) with virtually the same body design as trailers built in 1909.
All this was changed in 1928, when Pittsburgh Railways again took the lead in car engineering. The fifteen 3800-class lightweight interurbans delivered by St. Louis Car Co. that year were long..
