The cause of this actual and prospective lack of an adequate supply of new capital from private sources is sought and, by the process of elimination, is found to lie in the fear lest future outlays of large but unpredictable magnitude on rival transport plant in public ownership, for which compensatory charges are not levied upon the users, will jeopardize further investments in the railways. The concluding chapter summarizes the evidence leading to this conclusion, and suggests that the condition be corrected by the removal of the cause.
If this solution be unacceptable, then some means of extending "public aid" to the railways would appear to be the only alternative. A simple means to this end is suggested, but is not advocated.
