FOREWORD
THIS BOOKLET is published by the Eastern Railroad Presidents Conference. It is not intended for public distribution. Its sole purpose is to acquaint railroad officers with the railroads' problem.
We hope it will give them a better understanding of the Interstate Commerce Act provisions which, in the opinion of the railroads, require revision if all forms of transportation are to compete on the basis of equality.
The booklet gives a clear exposition of the questions presented but will be beneficial only to those who take
the time to study it and use the material herein contained . in a constructive manner.
The railroads seek no advantages for themselves. Rather, they seek to remove the disadvantages growing out of inequitable railroad regulation. This is a program in the public interest.
