LETTER OF TRANSMITTAL
DEPARTMENT OF COMMERCE, BUREAU OF NAVIGATION, Washington, July 1, 1928.
SIR : In compliance with the provisions of the act of Congress approved July 5, 1884, establishing the Bureau of Navigation, and directing that the "Commissioner of Navigation shall annually prepare and publish a list of vessels of the United States belonging to the commercial marine, specifying the official number, signal letters, name, rig, tonnage, home port, and place and date of building of every vessel, distinguishing in such list sailing vessels from such as may be propelled by steam or other motive power," the sixtieth annual list of such vessels is herewith submitted. It is the forty-fifth annual list prepared by the Bureau of Navigation, and brings the record of the merchant vessels of the United States down to June 30, 1928.
Signal letters are awarded to seagoing vessels of the United States and, upon application made through a collector of customs, they will be granted to yachts and, in particular cases, to other vessels. Such letters are requisite in order to afford the means of recognition by signals at sea.
Another volume, entitled "Seagoing Vessels of the United States," has been prepared especially for the use of signal stations and masters of seagoing vessels, in which the vessels are arranged in the order of their signal letters. It contains the names of all merchant vessels, yachts, and Government vessels which have signal letters.
