THE NATIONAL PLANNING ASSOCIATION iS an independent, nonpolitical, nonprofit organization established in 1934. It is an organization in which leaders of agriculture, business, labor, and the professions join in developing programs to maintain and strengthen private initiative and enterprise. Members of its standing committees on national and international policy and its special and regional committees are chosen because of their leadership in their respective fields. They serve without compensation and as individuals rather than as representatives of firms or organizations.
The National Planning Association for many years has stressed the interdependence of economic groups and of geographic areas in the achievement of our national goals. We have emphasized, too, that the nation cannot achieve its objectives unless the economic, social, and cultural possibilities of all of our great regions are fully developed. Experience has demonstrated that both the nation and the region can profit from objective studies which pool the knowledge of a cross-section of responsible leaders from the major economic groups, who are thoroughly familiar with their own area's problems and therefore well equipped to state regional goals and point out feasible action.
This was the NPA approach when, at the request of the Joint Committee on the Economic Report of the United States Congress, we formed the Committee of New England. The Joint Committee was interested in receiving from New Englanders a report on the impact of federal policies on their region's economy, prepared along lines similar to a report issued earlier under the auspices of the NPA Committee of the South, to which there had been a highly favorable reaction.
The NPA Board of Trustees was pleased when members of the Committee of New England decided to broaden their objective to provide a basis for a unified program of constructive action for New England. Although the NPA as such has not participated in the preparation or criticism of this series of reports, we are pleased to authorize their publication in the belief that they will contribute materially to public understanding of the economic functions of this important region of the United States.
The New England Council has played a particularly vital role by underwriting publication expenses. The Council's willingness to assume the financial risk of issuing the reports in pamphlet form insured the successful publication of the completed study. The Committee of New England
