The study of transportation is a study of change-change in the locations and movements of goods and people as well as in the physical and institutional aspects of transportation itself. It has been said that change is the only constant. This is well illustrated in transportation.
Since our first edition, numerous physical changes have occurred in transportation. Old means of transport have expanded or declined, and new ones have been developed or proposed. Turbo trains, jumbo jets, supersonic aircraft, hydrofoils, surface-effect vehicles, passenger "pipelines," new types of automotive engines, and automated locomotives are being used commercially or are under consideration. The growing use of computers has brought new methods of physical and managerial transport control. Man has been transported to the moon and back. We cannot foresee what all these exotic changes may mean, but they demonstrate the dynamic character of the contemporary "transportation explosion."
On the institutional side, mergers have continued and conglomerates have arrived. Some old and established regulatory policies have been modified. The Department of Transportation has been created and plays a significant policy role. Legislation supporting urban transport has been enacted, and the "Rail-pax" program is underway. There is increasing concern about the effects of transportation on our environment and the "quality of life." Institutional change, our principal concern in this revision, has been as dynamic as physical change. But most of our old problems remain.
We have attempted to incorporate what we believe to be the most significant recent changes and trends in this revision, without sacrificing the basic premises and organization of our first edition. Two chapters have been added, several chapters have been rewritten, almost all chapters have been revised, and factual materials have been updated. We have tried to preserve and improve the best features of our first edition while presenting the most important new developments in a book of reasonable length.
We wish to express our gratitude to the many professors, students, and transportation practitioners throughout the country whose use of our first edition made this revised edition possible. Many of you have given us helpful comments, criticisms, and suggestions for revision, all of which are appreciated and many of which have been used. We hope that you will find this revised edition worthy of your continued use.
