Cumberland Division's West End is a rugged stretch of mountain railroad between Grafton, W.Va., and Cumberland, Md. In an effort to tame the four major grades on the West End, B&O purchased its first second-generation C-C truck locomotives, a group of SD35 units.

Although well known for its large SD7 and SD9 fleets, Southern Pacific held an interest in C-C truck road switchers that continued into the early 1960s, long after B-B truck designs had become the locomotive choice of most Class 1 railroads. SP sampled a trio of Alco's RSD-15s, followed by a 10-unit fleet for its Cotton Belt subsidiary.
