OUR survey of world railway performance statistics is unique. Compiled mainly from World Bank sources by three eminent transport professionals, the data and the summary conclusions drawn will provide railways for the first time with a firm basis for critical self-examination and rigorous peer comparison. The authors question in particular the validity of comparisons made in the past between quite dissimilar railways; now there is the means for managers to compare like with like. Another telling comment concerns the consultancy services sought from 'first world' railways by developing countries - some of these statistics suggest that struggling railways may have been going to the wrong places for advice. We are delighted to be publishing this wide-ranging survey at a time when Developing Railways is itself undergoing a metamorphosis. With this issue, we broaden our sphere of interest to take in a larger selection of railways - all developing, but in a greater variety of ways and directions. Our commitment to providing a forum for senior railwaymen remains as strong as ever.
