FRONTIERS present a special problem for railways because, as a rule, no single organisation can take full responsibility for traffic which passes across them. Where responsibility is divided, costs rise, performance suffers, and modern marketing concepts such as yield management are unattainable. This fact has been grasped in Australia, which in railway terms is a continent of five countries. Now there is to be a 'supranational' company to carry interstate freight (p7), perhaps to be followed by an Amtrak for long distance passengers. Eutope faces the same problem, which the European Commission in Brussels is trying to address by giving private operators a legal right of access to tracks throughout the EC. There is a warning to the former Eastern bloc railways (p13) that they too must address the frontier problem before they start investing seriously in long distance intermodal operations. Thus far, separating the management of infrastructure from the operation of trains has made only tentative progress, notably in Sweden (p46). This may not be the right path, but one thing is becoming very clear rail competes most effectively with other modes when a management team dedicated to a particular type of traffic controls not just prices, but also costs and service quality - which means owning assets and paying the wages.
