In the history of locomotive development many "firsts", "biggests" and "bests" are claimed, and most of these claims have some merit. It is not the intent of this publication to make claims about the class of locomotives whose history it delineates, but rather an attempt to state a few important facts about the machine and to inter-relate them to the history of the C&O during the period and ultimately to the development of the "modern" steam locomotive in America. It is not a scholarly history, but I have tried to use accurate and original or reliable secondary scources throughout.
The H-7 2-8-8-2 about which you will read and which you will see in the following pages, is an important locomotive in the development of motive power on the Chesapeake & Ohio in this century. It served to bridge the gap between the era of the drag-freight and the modern era of speed and power-at-speed (though some will argue that the C&O never entered the latter epoch). Even if the C&O's managers and operators never extracted themselves from the drag-era thinking the locomotives they designed and built certainly did rise to the best standards in America. Before the 11-7, articulated engines were almost totally low-speed, high-traction compound locomotives of the true "Mallet" design. The PRR tried two engines using four simple cylinders that proved very successful, but they were never developed beyond the experimentation stage. It was left to the H-7 to prove to the railroading world that a simple articulated locomotive could be built to combine tremendous tractive power with capability to develop a respectable sustained speed with a heavy train. The lesson was well received; after the 11-7's success became known other roads began design of simple articulateds that ultimately led to the construction of the best of modern steam locomotives. The 11-7's had their faults and limitations but because of their initial success they helped to hasten the epoch of the high capacity locomotive that was about to open in the mid-1920's. The modern design would have appeared regardless, but the advent of this large order of new concept locomotives and their great success was well timed to encourage the innovative spirit.
